Put the wings in a large bowl and add baking powder, salt, black pepper, garlic powder, lemon pepper, chili powder, yellow mustard, and olive oil. Mix together.
Place the wings on parchment paper on a baking sheet and bake at 350 degrees for approximately 40 minutes.
Cut the carrots and celery into sticks and set aside.
In a small saucepan add the butter, honey, garlic powder, chili powder, and lemon pepper and bring to a light boil.
Pour the wing sauce over the cooked wings and mix together. Top with parmesan and parsley. Serve with carrots, celery, and ranch dip.
